That sounds a bit like a fuel injection system with the regulator on the rail
Where we vacation draws lake water for use in the cottage. There is a water filter and faucet at the kitchen sink for drinking. It seems to be a ceramic material of some kind. I don't know how it works, but occasionally the outside of the filter needs to be scrubbed off - it seems like mostly algae buildup. I don't think there is a uv light portion, but a quick Google search found a few multi stage point of use systems, some of which had a uv stage.
To move the spring water to the cottage I'd be inclined to use a rv pump or something stronger if needed and installed line down to the dock area, and have some kind of container you can temporarily take down and hook up at the dock that you can pour water into, and pump the spring water up to the cottage. If you unhook it and the line drains, I'd think the system should stay clean.
