Fuse panels are a danger because people are stupid.
When a fuse blows, most folks don't have a spare in stock. They want their power on, so they pull out the blown fuse, stick a penny behind it, and screw it back in.
Insurance companies are in the business of trying to protect themselves against stupid people.
