You live in Cleveland? Even if that were to be mechanically fine (unlikely), the salt is going to chew that thing up and spit it out twice as fast as an undamaged car.
Not worth saving $3k over a clean titled car.
This one sounds very sketchy, not sure of inspection regs in your state but there might be issues that bite you later. I learned something very helpful recently, getting a title in PA for an out of state R title requires an additional inspection process. So I could buy something out of state and then be on the hook for repairs just to get a title.
I have no issue with a salvage title in principle, but this one seems shady. If you want a cheap car, buy it at copart yourself, fix it yourself, and plan on keeping it forever.

Nope. Not unless it's an absolute screaming deal, like a car that's worth $10k with a clean title and it's $3k for a salvage title. Otherwise you're better off just buying a clean title car. Most people are like me, I'll never, ever consider buying a salvage title car. Heck, I have to deal with this with my cars that get hail damage. They get a marked carfax and people shy away from them, even though they're fixed right, look perfect and run great.

For that particular car I would be a hard no. However, for the concept in general I have no problem with it. My son's HHR SS has a salvage title. I had pictures of the damage before, and it was clearly cosmetic. I also did research on the seller and he was an up and up credible guy. He and his son flipped several cars as a side gig. In fact, when we bought the car to the required Georgia appraiser, he commented on how well the repair had been done. I understand clearly the car is not worth what it normally would be, but then again I didn't pay what I normally would have.
