Game cameras are fun. I know a guy who is building a bunker in the middle of nowhere and using them for security. Other friends walk across his property in costumes, and one guy marched a troop of Boy Scouts across in masks. It drives him nuts whenever something pops up on his cameras.

I'm pretty sure it's this. I haven't had any problems since Wednesday, but the weeks not over yet.
The part that makes me laugh is that yeah, it's inconvenient, but I have a van full of crap to fix the damage this person did.
Also, this happened during the daytime when both my wife and I were gone.
AND, because they cut my phone service, what they did is technically illegal.

I was going to say that … can't imagine that the phone line is more protected than the cable line … neither are this guys property … nothing I know of gives him the right to berkeley with someone else's property
cutting a phone line outside of the house is also illegal because that part is owned by the phone company. They own everything up to the box outside your house.
There is also the bit about 911 and other emergency calls

I'm confused.
The wire you are describing is the property of the cable company. Why are you running it?
Standard practice in my area for the cable company is if they find a drop installed in any way not in accordance with their standards, they cut it. It is generally someone stealing cable service.
You didn't mention whether or not you were paying for service...??
Seriously, if you do an exposed splice, or use a different type of cable then they use, or sheath it in a manner that is not the way they do it, they will cut it.
Call the cable company. Let them replace their own wire.
He works for the cable company.
