Any DOHC VTEC-swapped Civic should be able to do 137 (or damn close to it). Hell, the 99 Si can supposedly do it stock.
Dumb kid, but not the most remarkable occurance, either.
the latest Si should be able to do that as well. i have it on good authority that the rsx-s (same engine) will easily do 135... not that i've tried it or anything
E36 M3, my bone stock 99 hp '88 accord with 200K+ topped out at 108. So yeah, 137 shouldn't be too hard in a hopped-up civic.

I remember my little 86 Mustang with the 4 popper.
speedometer needle bouncing the underside of the zero peg.
I've been in an EG Civic hatch at 180+mph showing on the GPS. I was NOT driving, nor would i ever attempt to do such a thing on public roads.
But it was highly entertaining, and got there disturbingly fast once it stopped spinning.
Late one night, on an empty stretch of divided highway, I buried the needle on my pickup - it only goes to 220 km/hr. Dunno how much faster it actually went, and I've never done it again.
