No.

The proportions are somehow wrong on the King Size Baby Ruth, although I will admit that she is a tempting mistress. 
 

Side note:

Whilst not technically a candy bar, the oversized Reese's Peanut Butter Cups suffer a similar affliction.

The Baby Ruth is a good choice, but not the only choice.

They are hard to find. They are usually in C-stores only 20% of the time, and they are almost always on the bottom shelf. They seem to never be alongside the standard PayDay (or their rivals like Baby Ruth and Snickers)

And they are only available in the jumbo sizes. 

When I am in the mood, it's my go-to. If they don't have them, then it's always a BabyRuth.

Nuts are not candy, and reduce the inherent candyness of the candy bar... Thus nothing on the 'best candy bar' list should have nuts in it.

Also, nothing on the 'best candy bar' list should look like a literal turd. It should look as appetizing as it tastes.

Baby Ruth bars are decent, but if we're going for something with peanuts, I'd rather go all out and get a Payday. 

No one here mentioned Twix or Kit Kats. Both of those I hold in very high esteem. One of my faves was the old-school Peanut Butter Twix from the 80's/90's. They messed with it after that and made the cookie part chocolate, which isn't as good.
