Different banner ad networks work in different ways, but many ads you see are based on your browser history rather than the site you're visiting.
I see this all the time at work when I have to research health-related topics. Doesn't matter what site I'm on--I get ads for cancer centers half a country away.

I suspect it's a programmic type campaign. The NRA, despite what the comment sections everywhere would have you believe, does put some thought into certain things they do.

A former coworker of mine opened a bar in Philly a while back. He would have been thrilled if all he had to do was make some ham dinners.
It took him months and months to get all licenses and permits sorted out. I asked him who he forget to pay, he said "I don't know, I've paid a bunch of them twice already"

Agree 100%. http://www.cyberdriveillinois.com/ is the official website of the IL secretary of state too. So it's not just the county, the whole state condones it.
