I have no problem if you use this and you literally have no money, but if you have cable and internet and an XPS Laptop and an Xbox and you use food stamps to buy twinkies and expensive coffee, then no, you shouldnt have a free phone.

It has been going on since 1996 and back then it provided the needy with a home based land line. The program is funded through a line item you may notice on your phone bill called the Universal Service Fund.

In 1984 Telecommunications were deregulated. This was basically the breakup of nationalized telphone service.
