I picked up wheels for Gary the Jeep and want to get inlays made to match the rest of the badges after they get powder coated. Can they be traced and cut somehow or do I need to make them by hand?

The method logo is online. You can scan that then resize. I'd get it the exact size of your letters so you have it, then set it to cut at 90%

I have had good luck touching up boo boo's on powder coat for years. No issues other than the paint isn't as durable as the powder ands redone overtime.
Agreed with all of the above, paint will be easier, and more durable than vinyl in this situation. And having cut vinyl for years I can say it would be a real PITA and require more than a few attempts to even get the cut right.
If you go the paint route, one of the online touchup places - all together automotive touchup and a dotcom sells some really nice teeny tiny paint daubers that may help with the fine work.
Scale modeling paint brushes.
I am watching a YT video on them right now. Lotta stuff available to suit any need.
Paint pen, I've used them on dash restorations including ones that have chrome paint that looks remarkably good.
