2000 miata
There is a plastic panel in behind the lower part of the bumper, in front of the radiator. The undertray actually bolts to it, as well as the front bumper cover.
Mine is busted. As well as the undertray.
Have no idea what its called to even look for a cheap one.
Maybe you can find a "microfiche" on line? Google 2000 miata parts and something may come up.

Dunno about used, but here's a new one.
It's worth checking with your local Mazda dealer. When I was racing (well, crashing, actually. No need for parts when just racing) a spec Miata I was shocked at how affordable new parts were and as far as I know everything is still available.
If I can't locate a cheap one, ill see if i can fix the broken one. I have a plastic welder.....
105 seems a bit steep. But may be the best we can do.

Priority Mazda is also a good resource, their parts manager is very active on several enthusiast sites and can help you out with oddball stuff.
If you're not a member of Mazda's Team Support program, you need to change that. They give enthusiasts ridiculously good prices on OE parts. And as a bonus, they have online parts fiches for a 2000 Miata
You don't need to race on track. Doing two autoxes or even two track days per year is enough to qualify you.

I tried to sign up for that Mazda Motorsports thing for a few years on a number of occasions and could never get it to work. Never heard back from them. Now they want a PDF of the results instead of a link to the results. Maybe it will work now.
There's a phone number. You'll probably find that having a Real Person (tm) involved in the process will make it much smoother.
