We found this at work in a used car... any ideas what it is? I'm assuming some kind of lock, but for what? Currently being used as a paperweight, lol. 
The only markings are the Sankyo name and "Japan" on the back.

Frame mounted bicycle lock that locks the wheel so it can't be removed or moved. Usually mounted at the rear wheel.

Sankyo was a pinball (Pachinko) manufacturer in the 60s.  That's all I could find.
