Smoker thermometer will increase in temp reading but won't go below 200. I sanded the probe and that didn't wake it up. Is it salvageable?

Get rid of it. That tiny little probe is only telling you the temperature an inch from the lid, not where you're actually cooking. I keep one of my digital probes mounted on the grate, where the food is. 

As for what makes it stick, that looks like a bimetal probe. The metal bits inside the dial are remarkably fragile to outdoor temperatures, and could have shifted, gotten stuck, or started rusting inside. Have you compared it to a known good thermometer in the same place?
