Breaking random people's computers is cheap, improving their automated testing systems is expensive...at least in the short term. But the market mostly cares about the next quarter.
Protip: Never check for Windows updates manually. Microsoft serves different users updates with different levels of testing (at least for non-domain home users). If you check for updates manually, you may find some less-tested updates waiting for you...
