For those on the fence, I'll second the "easy to use" comment. 14" is maybe a bit of a misnomer with these machines; the throat may take 14" wide stock, but actual cutable width is somewhat narrower, something like 10.5".

Yeah, you're right about the 14" thing that's a good point. For what I do I haven't had issues as the length is, of course, unlimited and it's just high enough for legal race numbers and such. I had a 34" but it took up a lot more room and was way more than I ever needed.
What is a good Windows program to use with a vinyl cutter ?

I'm including the program you need. It has all the options for your basic stuff even vectorizing images. I use that and Gimp if I need to do additional editing (Gimp is free).
CorelDRAW is another, not-too-pricey windows based vector design software. It's comparable in capability to Adobe Illustrator but a lot cheaper. Which is not to say it's exactly cheap either.
