I'll be pressing new bearings into my bike's bottom bracket soon. In the bike equivalent of a TSB, the manufacturer specs Loctite 609 (green) "retaining compound" to stop movement  (and thus creaking) of the bearings in the bottom bracket shell. They also spec Primer 7649. (Bike nerds: it's a Cannondale w/BB30.)

Loctite has a PDF where for just about every application of every product, they say, use Primer 7649, "if necessary." I've been splooging Loctite blue/red/518 since forever and have never heard of primer. Do I need to give a E36 M3 about 7649?

When in doubt, look at the SDS for active ingredients. 

You're probably fine without it. Maybe wipe it down with acetone first?

The primer accelerates the curing process.   Unless the specific retaining process says otherwise it doesn't affect the strength.  If you're going to install the bearing shell and then wait for it to cure before assembling then you don't need the primer.  Otherwise you should use so the shell isn't squirming around while you set bearing preload and assemble the forks during the curing process.
