My GT380 has a power to weigh ratio of about 10 lbs per horsepower.When I get my fat a$$ on the bike, it becomes a very 1970s family-car like 17lbs per horsepower.
I've ridden a TU250X, not far only about 15 miles. Some winding two lane, some interstate, some mildly urban. Bone stock, used bike at a dealership back home with about 3000 miles on it.
I hesitate to call anything dangerously slow... but damn this was one slow motorcycle. Smooth motor, rode well, handled nicely, fairly comfortable, and an absolutely blank canvas for customizing, but slow slow slow to accelerate. Topped out at 80-85mph indicated, but this was on a flat highway near sea level with no wind. I'd LOVE to see it come as a 500cc thumper... or even a 250 twin. Or just have 10hp more. Or maybe just shorter gearing to get off the line better as it felt pretty relaxed on the interstate. In fact, relaxed is a great way to describe both the bike and how I felt after riding it. Its a very cool little motorcycle.
The CCW bike, weighing less with similar power but with less sophistication may or may not be similar.
I've said it before and I'll say it again. In 2012 there is absolutely no reason why a 250 shouldn't make good power, power similar to the WR250. If people keep buying these turds, the bike manufacturers will keep on cranking them out. I can't believe the Japanese manufacturers have gotten away with it for so long.

Is it really surprising that the WR250 is a much nicer bike, and has more power? From perusing the spec sheet, it sounds way more advanced than these basic carb'd bikes.
Its also twice the price of these turds for a new one.
Advanced? It's current... for about 10 years ago. The TU being discussed is also injected, as is the latest 250 Honda, and injection doesn't make any more power than carbs, especially on bikes.
The pricing is Yamaha. They're almost always the most expensive.

WR250 is watercooled, high compression.

I'm guessing PURPOSELY left low for beginning riders. just my 2cents
Edit: a peaking 2-stroke on the street would be quite dangerous for inexperienced riders.

Dk, but I assume the proportions are similar in the torque department. Can't speak for CCW, but there are two reasons the Japanese manufacturers leave the 250 bikes so underpowered.
1) To make a very light and forgiving bike for new riders (the won't lose control if they crack the throttle too much.
2) Planned obsolesence of sorts. They want you to get board with it quick so you can move up to a bigger bike more quickly.
