The 'Busa Turbo is probably too rich, the KZ1000 is a parts bike, the 750 Katana is OK but not my style, so I would have to go with:

1981 Honda CB750F Super Sport, Kerker 4-1 exhaust, $800. Plenty of room for improvements.
