A fellow flyer's wife had a Honda V-45 Magna with clogged up carbs. Guy took them off, cleaned, etc. six times, NFG.

I'd fix it and ride it around a bit... then give it back or give him some money for it. It is a sweet motor. Sounds like sex. You might want it.
Cleaning those carbs, and reinstalling them is easier said than done. Don't under estimate the job.
Since the previous owner has already done it several times, I'd suggest looking at the ignition modules (think there's two on the Magna). Far more likely at this point, imo.
