If you're taking all the electrical tape off of a wiring harness, stop by the sewing isle at Walmart or wherever and get a seam ripper for like $2.
The ball end goes down, and you can cut through the tape like butter without damaging your wires.

A seam ripper is one of those super simple, super cheap tools that is almost annoying at how good it is at it's job–and other jobs too, apparently.

Exactly. I think I may have seen the idea elsewhere online, but I can't say for sure. I was a little skeptical if it would work due to the stickiness of the tape, but I tested it out last night and it worked very well.
These seafood shears work pretty well also. The scissor action helps with the stubborn parts. You do need to be careful about cutting wires.
This would have come in handy...yesterday, as I just split a harness to rob wire from. But next time...
