$1500 is kinda a high starting price for a mostly unknown, likely non-running XR as a Challenge car IMHO. Of course, it kinda depends on its condition and what it has and what it needs. In fact, just getting a replacement windshield might put it close to budget cap (assuming replacing it with glass rather than lexan). My Challenge XR started as a $350 score that came with an additional parts shell, and I'm past half-budget just getting it roadworthy and moving under its own power.
