I think they accidentally added a zero to the purchase price. Even Google Earth shows just how bad of shape the "asphalt" is in.
That place is so overgrown. Just isn't worth the money. Business nearby have been struggling. Some great races have happened there. But they were in the 50s and 60s. I don't think its been really used since the late 70s or early 80s.

Funny... I've driven past that site dozens of times over the last 30+ years and never it was there...
looks like a sweet rallytrial (now combining time trials and rally racing) venue. Run the course as is!

The property is currently being re-claimed as a wetland. It would be 10000x easier to permit a new facility at another location and start from scratch.

The horse track is across the street, so as a race track it's dead. The neighbors will never let a car be driven in anger again on that property.
For 7 million in Oklahoma you could buy a small town, build a track and the town would love to work it.

Wow, when I looked at Google Maps I only saw the oval until you posted this, then I went back and had a look and you can just make out a faint line in the trees where the track used to be.
Knock two '0' off the end and make a European rally cross track?
