More like generating $$$ for SEMA. The EPA stuff is a red herring. The laws have been on the books for years, but the coal-rollers finally forced them to start enforcing them.  Nobody was worried about losing Miata or Subaru tunes until the bro-dozers went too far and forced the EPA to actually enforce laws they had largely ignored for years. Premiere Performance and its like can suck it, and SEMA can suck it for supporting them in this lost cause (and a stupid cause, at that). 

Side note: The EPA *will* do this, and no amount of online petitions and SEMA lobbying is going to change that. This is all a BS scam for SEMA to raise money, purportedly to "fight" against something they have literally no chance of winning.  VW, a multinational conglomerate worth billions, didn't beat the EPA. A handful of diesel tuners certainly won't.
