I want to be able to walk into a body supply store, and find a helpful friendly guy with a rack full of pre-mixed paint that's all the wrong color, and have the guy say "Yeah, this is a mess of green and orange that some guy wanted and never paid for, you can have the gallon for $10".

This is for the Accord.

Anyone know anyone?

Auto paint is so expensive that they simply don't make mistakes anymore. They mix tiny samples to verify and then a full batch, and if for some reason someone isn't happy they adjust what is there. Even if you could find something the reducers, catalysts and clears required would still be expensive.

Your best bet would be looking for deals on single stage on ebay. There are about 5 standard colors. I got a gallon shipped for $25 a few years back. Be sure to budget for the catalysts and reducers though. Probably another $50 on top.

there's enough people currently looking on here that bulk might be the answer, everyone pick a color, location, and time and have a spray weekend

I have seen paint sold like this at Finish Masters. They are nice guys there and I am thinking that people still screw up at work sometimes even in the modern world (not me though).

skip the body supply store, go to the body shop. Ask for paint that they mixed or bought or prepared or whatever and then didn't use all of. They might be willing to part with that for next to free. Be prepared to get only small quantities. Maybe mix them all together for a fun brown?

Color selection is a surprise but because I want this to be a legit, anyone can get it, freebie for GRM accounting purposes I'll say this:

Years ago I bought a house which had been owned by a HS shop teacher, he left a paint locker with unopened automotive paints. This stuff is OLD. But I actually used at least one quart on a car and it worked well still. YMMV. I still have some quarts left. If memory serves after what Tuna got I have 1 quart of dark blue metallic, 1 quart of rosewood, and 2 quarts of plum. It is acrylic laquer (Tuna got the last acrylic enamel) you will need whatever reducers/hardeners it requires. But it is available for challenge cars for the cost of shipping. First come, first served.
