My 2001 330ci needs brakes.    I've been happy with the stock brakes except for the amount of brake dust they produce.  Its a DD, but I want to make sure the quality and performance of the replacement parts is as good or better than stock.   I'm also not currently employed, so price does matter.

So what should I get that will do what I want while only spending what I need to meet my needs?

I always use Akebono Euro Pro pads on most cars, including my E46.  They feel good, are quiet, nearly dust-free, but still work well at street and autocross temperature ranges.

I usually use Brembo blank rotors if they are reasonably priced; Centric if the Brembos are not.

This is the exact combo i use on my X5 and have my Saabs as well.

I don't worry too much about who made the rotors.  Lately I have seen good prices on Wagner and Centric from Rockauto.  I just redid all 4 corners on an E46 330i braking system and I wound up with Wagner front and Centric rear.  For street pads, I will also just go with Textar or whatever; they all seem to work fine once they're bedded.  If you are going for some kind of premium pad, check FCP Euro's prices; they will replace worn out pads for the life of the car.   They'll do the same for rotors, but the warranty requires you to send the dead parts in, and rotors are heavy enough to be expensive.

The EBC Red Stuff is a ceramic pad material that is low dust and performs well.
