The bug is so old with such a strong aftermarket its impossible to say, some of the steel fenders might even be lighter than some of the glass ones.
With fiberglass (and steel) reproduction parts, it all depends on the manufacturer. Cheap Chinese metal weighs less than good hand-layed fiberglass. Cheap chopper gun fiberglass is far less than any steel fenders offered anywhere.
There's no hard and fast rule here, none at all. It IS best, however, to stay away from the early heavy weight fiberglass from the 70s and 80s. These parts are usually separating all around the edges and stress cracked throughout. By the time that you're done with repairs, they'll weight almost as much as the car itself.

beetle fenders weigh more than you might think. they are larger than they appear. I have held 'glass and metal beetle fenders in my hand.. and the 'glass was noticeably lighter (and stiffer) than stock.. and I am going back to 1990 here.. so I do not think there were any cheap Chinese knockoffs of AC beetle parts at that time
