Saturn SL with 1.9L will do it. Not saying it will never break or need anything but the needed things will be predictable and simple.
Larger 2.2L ecotech engine in Saturn L-series and Ion can do it too.
All the Saturns are overlooked.
Chevy prizm final year was 2002 and was rated at 40 hyw.
Also close with Corolla/Vibe/Matrix but harder to find for price.

Well, if you don't mind the terrible interior and explode-o-matic quad 4(I dont think I've never seen one make it past 150k). At least the pushrod 2.2 tractor motor was reliable. I spent almost 3 years behind the wheel of a SE, the unkillable motor, not leaking sunroof, Isuzu Japanese WTF metal gearbox, and strong AC were the only redeeming qualities it had. Even with the more eco geared 2.2 I got maybe 28mpg mixed, though this was mostly city bombing and 85mph MI highway cruising. It would do maybe 40mpg cruising at 65.
They also rust a ton under that body cladding.
Any manual Saturn S-series ever made should now be under $4k, and all of them will get >35 in your wife's hands. $3k should get you a decent clean 00-02 car well under 125k. They will all need a few little things during their life, but no major repairs.

When I started dating SWMBO, she had an automatic quad 4 equipped Cavy with over 200k miles on it. It had been used as a rental car, totaled twice, and STILL refused to die. It finally met its end at the hands of her folks who are horribly abusive to cars.

I believe it, I'm also certain it was a miserable piece of E36 M3 the whole time with random stuff failing constantly. I got rid of mine when I couldn't go visit my parents without something stupid breaking every time I pulled up to the well equipped garage. Cockroach cars, but they possess all the qualities of one.

Indeed. If I drove more conservatively in mine, I could probably eek out close to 35mpg. I get on average 32-33 pure highway. 30mpg combined, easy. WAY comfier/nicer than ANY Civic I've been in. No rice tax, too. The only real downside are the berkeleying factory hub over rotor front brakes... mine doesn't have that issue, thankfully, with it's 11.1" prelude rotors, ITR calipers, and CL hubs.

ok... Found a pair of protege5's in manual form and a Vibe GT 6-spd. pricing is similar (~$4k) as well as miles. Learn me + and - on both.... GO!
