Yeah, you will get your knees squatted a bit with steering wheel between legs, but it would get you down.  Look for some pictures of current h-production roadrace spridgets for inspiration.

Though, reading a bit more...  Do the cage right and do it once. The car was a major death trap as you got it, you have been working to fix that, but don't skimp on some of this. Keep in mind that stock front axles are marginal for strength for autocrossing. One fails, you might go upsidedown.

It took some deconstructing of the gas pedal system (for the best I'm sure), but I got forward and low. Pedals to be reconfigured tonight/tomorrow, and then I will push on with the seat. I am low enough now I'm still not sure what to do for harness bar, as the spacing seems very close to my back/helmet to do one here. 

Maybe I can use the top part of the other main hoop to get some distance back behind the main hoop?

You are on the right path. You can brace the seat back to the harness bar. Close isn't a problem for that, you will just need to pad the bar and likely a good idea to add a headrest.

So we built in a seat attached directly to the cage and the bottom panel of the seat sat on the floor lowering me just enough to pass tech.
