Found one of these for sale used. The scfm@90 is low but they are supposed to have a 60db running noise level.

I guess it depends on what you want to use it for. If you're trying to run anything like an HVLP gun, an air drill or a saw, a compressor with this size tank is basically going to be perma-on.
Tank is way too small for anything but a nail gun. And in my experience the oil free compressors make more noise than the equivalent size oiled type.
Looks to be rotary vane type so yes it will be quiet but being oil free it will wear out fast the fiberglass vanes are easy to replace if you can get them.
the quietness is interesting to me for filling tires, etc. More and more I'm switching to lithium ion tools to do most of my heavy lifting. The big impact is electric. I don't paint so, a large compressor is not needed.
I ran an IR 2135Ti impact wrench on a pancake compressor for a few years. Worked fine, would do 3 tires before needing a recharge. Great for all your normal wrenching needs. Forget it trying to run any air drills, die grinders, etc though.

Very nice very quiet. I can spray my hvlp gun (cabinetry) with it for individual panels and such in the field (touch up/install). Obviously not for big work.

I use old $20 1hp sears twin piston compressors with oil and belts. They are 40+ years old but are pretty quiet on a scale of compressors.I cant hear mine at all in the garage as the motor and compressor are in the basement of the house in an enclosed space. Just have to remember to plug and unplug when not/in use.

The chart you linked to is for evaluating the damage to hearing. The values are the sensitivity lost, so if you lose 55 dB of sensitivity it is considered severe hearing loss.

That's hearing loss range. I lead a project to get my plant below 75 db across the board and remove mandatory hearing protection. 75db was our own internal metric threshold for PPE. OSHA will allow you to listen to 85 db constant for 8 hours straight(time weight average) before they start getting militant.
