First thing I would do is clean with a lot of soap and water- to make sure there are no remnants of brake fluid in there.
Is the naval jelly a rust converter? If so, that, some good rusty metal primer on it, and then see if you can get some cans of the original paint from a good shop. They should be able to mix a small amount and put it in spray cans. Or you can brush some in there with some thinned paint (similar to the roller job ideas).
Clean, convert, prime, paint.

Sounds about right, I'm hoping some recommendations on rust converter that works well. Naval Jelly is a type of rust converter, weird pink stuff. I have it on hand so I'll give it a go, but I didn't have a great experience with it last time.
This video covered my basis, I'll leave the jelly on after washing/drying the area and see what gets done...
I've had good luck with Por-15 straight over rusty metal after wire brushing. JC Whithey sells something called ERF (ends rust forever).I've also had good luck with it. Though I have no experience with it, Rust Bullit (sp?) is comparable.
Obviously, wash thoroughly as stated to remove brake fluid. All can and should be top coated with your choice of color.

Ah. Many years ago I got a container of rust converter from a Hemmings magazine. I'll have to get it's brand. A body guy I had been using thought it was a great system. I'll see if I can get out to it this morning. For sure a small business who could probably use some sales.

This stuff sticks to everything, and is very thin- so it splahes very easily. I bought the large container well over 20 years ago, and I still have a lot of it. And it will stick hard to non rusted metal.
