How do we feel about water jet compared to a plasma table for hole prep?
Waterjet will give a much cleaner cut.
Where are you located? Maybe I'm just spoiled by being in Houston, but there's got to be somewhere with a laser if there's plasma and water jets. Lasers have been around for decades and are pretty cheap these days.
We've got local guys doing laser in macon ga, it can't be that hard to find.
Closest place that does laser cutting of 1/4" steel is three hours drive away. Confirmed by the man who connects businesses with machine shops through the university in my town.
