While sitting still the spedometeter is bouncing between 60 and 80mph idle at 1700 . Step on gas goes to 0 then 120 mph then back to bouncing. Any ideas ? And ode meter is clicking off miles too.

Bad vehicle speed sensor, wiring between the VSS and the cluster, or problem in the cluster itself. The VSS is in the top of the trans, unplug it and check the voltage at idle.

I seem to recall that on a civic, this is a symptom of a bad distributor. Try googling that.

Make sure the grounds to the body are all good.

When I had this problem on my Focus, it was a spark plug wire breaking down and causing interference in the VSS wires that ran close to it.

My Focus ran fine also, no misses either. Just the funny stuff with the speedo and the cruise control didn't work properly. I replaced the VSS and a couple other things before giving up and taking it to the dealership. They determined that it was electrical interference by wrapping the VSS wire in tin foil which fixed the problem. But it took them another day to track down the source of the interference.
