I think newly registered forum users shouldn’t be able to start more than one forum topic a day. That should keep damage to a minimum.

Any forum user should only be able to start one forum topic per day.  I need to resolve to spend less time online, not more.

Great idea. First day of membership you can only start one thread. If it's a canoe, then there's only one to clean up.
