I didn't see where you are from, but go to a large vintage event near you and talk to people running a car like you are going to run and see what they say.

This sounds like somebody who has just heard some negative things on the net, d idnt confirm any of it, it posted as if fact.
There are certainly teams that have cheated in champcar. However, those cheaters are getting called out and have severe consequences.
Champcar has some of the most competitive racing in this country. The prep of the front runners is on par with serious race teams. Is there still room for garage builds and teams that want to be less competitive? Sure!
The 2 different experiences you describe are WAY out of the norm. As stated above, you are allowed to change shocks and struts.
For the BMW situation... my buddy rebuilds his BMW after every race. (Multiple race winner). It's about 5k for him to go to a race all in. NOT per driver. That would be absolutely ridiculous.
