Dieselgate buy-backs, the come with a new Monronie (SP?) from VW with the updated mileage figures. These are coming from those lots after receiving the updates. Some of the models, like the one I have, required only a software update. It still is DEF free and has a DPF. Many others are the same. If the car was beat up, they scrapped it, if clean, they updated and sold.
I have a close friend that has a Passat that he kept and had the two updates done to it. Between the 2 checks he got back around 8-9k for the inconvenience and a huge extended warranty. I drove around it quite a bit before getting mine. The low torque is nice (ask the electric guys) and the mileage is still good.
Many of the 15+ are brand new with no miles on them pulled right from the lots with pretty massive discounts. A lot of car for the money in a lot of cases.
I found one of those storage lot in the far south suburbs of Chicago a couple of month ago. There was a horse race track called Balmoral that closed some years ago. It's now used for "Horse shows" but it has way more parking space then needed so VW is using it.

There is one on 30 you used to be able to see into but I noticed it has plastic slats in the fences now so you can’t.
