In some places they sink things specifically for people to dive on them for training and recreation. That might be what happened there. Or, they sunk it to start an artificial reef.
Its definitely there on purpose. It didn't ditch. The gear is intact, and the props aren't Twizzlers. I'd guess completely timed out on airframe and engines, or a drug runner seizure.

My step dad flew off the the Oriskany and was a bit sad to see it sunk, but it's still better than cutting it up.
