The pilot in the background aircraft probably would have crapped a whale... except it was Bob Hoover.
The plane in the background is also from VX-4 Air Test and Evaluation Squadron Four, known as the Evaluators were based at Pt Magu CA (very close to me). They of course have a very distinctive paint scheme (all black) and of course tail insignia. They helped develop such weapons as the AMRAAM missile (which my wifes dad worked on at Magu). The airport from the pic looks like it could be Magu (coastal scrub).
VX-4 was disbanded in 1994.
The condensation in the pic above are created by the plane being transonic (very close to mach 1) in humid air (Magu is on the coast). It creates a bit of a rippling sound.
