I'm gonna say yes. Not many beaches where you can drive, and Spring Break was always a target rich environment for the sign-wielding soul saving crowd in those days. A few cars have front plates, which have never really been a thing in Florida, but would be consistent with spring breakers from other states.

Still trying too nail down a year. I'm saying somewhere in the 84-5-6 range. Can't really confirm any CHMSLs to confirm 86+, but that Oldsmobuick behind Johnny Meatneck I'm pretty sure is 84+.
