It apparently came pretty close in the 90's after Diana's death. But today is seems the majority of Britons approve of the monarchy as it provides them an odd sense of calm and consistency in an ever-changing world. They also provide a certain diplomatic function and "Face of the UK" thus leaving the elected officials to do governing things...
There is something to be said for having a head of state that has prepared their whole life for the job and is beholden to nobody.
