Not quite as cheap as moving to higher ground or away from the beach.
I don't quite understand the urge to build 3' above sea level in a hurricane zone. Even when I owned a house 2 miles from the beach I was 25' above sea level. They always seem to be surprised when mother nature shows up and sweeps it all away. If the feds would stop subsidizing the insurance that allows the rich to build million-dollar mansions in harm's way they would probably stop building them. Maybe the homeowners like it because they get a subsidized renovation every 10 years or so.
I don't get it, but I don't mind it.
For reference, I design flood mitigation hardware for people too stupid to not build in flood zones.
My favorite is when we design something stronger than the walls it mounts to. Water will find a way in if you let it.

For the record, I found a whisky that people who tried it agreed was worse than Malort.

I don't mind them building them. I mind tax dollars subsidizing their insurance when I can't afford the dirt much less the million dollar house they put on it. They want the risk, let them pay for the gamble out of their own pockets.

Jack Daniels?
I like Malört and tonic. You'd think the two bitter agents would amplify each other but they complement each other instead. It is still not something for everybody, but it's a good time if you're up for it.

My wife's standing comedy goal is to make me shoot milk out of my nose. Luckily, I gave up drinking milk years ago...

Radical defensive strategy now being used by Russian pilots.
“We shot down the plane without firing a single missile. We found the target. We turned on the illumination radar. At that time, sound messages about radar exposure sounded in the cockpit of the Russian driver. He realized that he had turned from a hunter into a target. Probably, this stunned the pilot so much that he immediately ejected. The plane crashed,” Melnik said
