I think the implication is her mom drank when pregnant with her, to the extreme that she was swimming in wine prenatal. The English is terrible, like "English as a second language" terrible. "Swedish Doom Potato" is a fairly funny description of her. Mildly political, but she made herself a public figure, so not out of bounds in my opinion. Alec Baldwin gun jokes are arguably more tasteless, and about as political, but we let them slide.
