Hey wait a second, does that mean crappy cars that still pass E-Check wind up stuck in E-Check counties whereas we in non-E-Check counties get nice cars cheap that won't pass E-Check for something minor (too lean on decel or something) that we may never know about as citizens of non-E-Check counties?
