You're trying to teach one person at a time...
Only need to reach one person at a time, if it's the right person.
Sure, if the problem is one person parking in your driveway every day. But parking illegally is rarely a single person doing something repeatedly, it's usually multiple people with the same behavior. Let's keep going with the post you quoted.
... That's not effective as a deterrent in the long term unless only one person is the problem because there are many more people with the same behavior.
The unregulated flophouse...sorry, "AirBnB" next to my house had a problem with guests driving on to my property. The absentee landlord...sorry, "host" tried to fix it by sending out a set of rules to every renter. He tried to fix a systematic problem by trying to modify the behavior of individuals one at a time.
Me? I put up a nice looking fence and dropped a couple of rocks on the property line so you couldn't drive down the wash. It makes his property look smaller but nobody has driven across my cacti since.

From The role of the Monarchy :
Although The Sovereign no longer has a political or executive role, he or she continues to play an important part in the life of the nation.
Ergo, the Royals aren't politicians. So, fair game?

My theory is that pop culture has changed glacially since 2000 as compared to the last half of the 20th Century. Instead people have changed a lot more since 2000.

That's a good way to make sure they'll stay there longer.
In the short term, yes. In the long term...? Not if they are smart.
I may or may not have carried needle nose pliers in my glove box for doing this when needed. I may or may not have then taped all 4 valve cores to the windshield directly in front of the driver's face.
This is the truck that started the parking ticket thing near my old office. They would park every other week on the street for a few days until they had another job. I finally wrote up a version of the ticket I posted, printed it on a shipping label (hard to remove) and slapped it on the driver side rear view mirror. They stopped parking on the streets around the office so I thought that was the end of it. A coupla months later, I was riding my bicycle to my doc's office and I saw the rig parked illegally a mile or so from my office and as I was riding up I was thinking, "E36 M3, they called my bluff! Now I've got to follow up, dammit!" And then I noticed someone had flatten all 18 tires. It was not me. I think the owner of the rig was in the pickup behind the truck calling for a tire service truck to come out and re-inflate the tires. It was gone the next day, never to be seen again. They apparently learned their lesson.
And literally everybody I've ticketed has done the same, thank God...
