Clearly that is set up so that you can read the pattern without taking your eyes off the road, though it is numbered 4-5-6 across the top and R-1-2-3 across the bottom, so it may have been done by the previously referenced tattoo artist.

I didn't get it either. Just to note, the Swedish flag is a gold or yellow Nordic cross (offset cross) on a blue field.
I spent a lot of time around Swedes when I trained harness horses.
