I'm guessing the propmaster made a mistake.
If you read into it a bit, it all comes back to Baldwin. All the union folk walked off the set cause they were unhappy with the safety measures on the set, specifically the gun safety measures. This included the propmaster. Scabs were hired. The new propmaster said they were not comfortable doing this work.
Why does it come back to Baldwin? Its his company making the movie and hiring everyone.

I truly wonder if we'll ever get all the relevant details. Did the weapon explode, or did it actually fire a projectile? If it did indeed fire a projectile, why was it aimed at the victim(s)? Baldwin would logically be pointing it at another actor, no? It's tempting to assume foul play, but then, Hanlon's Razor, and all that.
