Apparently they had a half mil of the taxpayer's money and couldn't think of a way to spend it. Believe it or not, government agencies, schools included, often think the worst thing they can possibly do is not spend every dollar that's allotted to them because then the next year they may not get as much coin. Or they really think PB&J is a sign of racism. Either is equally ridiculous in my book.
Actually, governments and corporations work the same way. If you do not spend -all- the money in your yearly budget, they will assume you did not need that much and will deduct that amount from the forthcoming budget.
It is one of those perverse times where being frugal hurts you.

again, you have never dealt with the corporate mindset when it comes to money. It is coimpletely opposite of what you might thing.
I will take the one casino I work for as an example.
Some upper management type decided that -all- the departments should make money. Mind you, only a few departments actually deal with money and the customers. The warehouse, Engineering, and Entertainment, for example, don't. What this means is that if entertainment needs something from the warehouse.. paper, waterbottles, tape.. anything. The warehouse is supposed to mark up the price on their invoices to make a profit that comes out of Entertainment's budget.
This would all make sense in the real world if each department was a seperate company.. but when you realize that they all work for the same company and the money all comes from the same pool... heads start to explode

You know, at first I thought this was really stupid, but then I realized every time I'm exposed to the concept of siesta, I feel culturally inferior, so who knows, maybe they're on to something.

Close but not exactly right. If you don't spend all your money constructively you get criticized for "sitting on it" which, yes, could lead to not getting as much next year. The best way to prevent this is to not ask for too much in the first place...which is another game of "ask for a pony to get a dog" because if you ask for the dog you need you'll get a hamster you can't work with.
Constructively being the key word here...I don't think this will help.
