You are next door to Vermont.  There, you can register a car that has no title, even if you are not a VT resident.  You will need to pay the sales tax on the NADA value though, but that is likely a small price to pay for this.  Can you get a bill of sale from the widow?  That should be enough.   I looked seriously into this as we have a Citroen SM that we ran in Lemons that we got with no title, the VT loophole was going to be the easiest way to get one, but paying the sales tax on the NADA value of a decent SM made it not worth it for a car in the condition of ours.   For this, it seems like it would work, and you could do it all in person fairly easily.

I just got a motorcycle tagged in VT that never had a title (dubious gray market import). With the VT registration I should be able to get a title in my state no problem.

If you can't keep it, will there be a GRM discount on the part out? Cause I could use some stuff.

The 914s I bought don't have titles. In Oklahoma all cars must have a title to be sold or registered (I bought them as 'parts'). There is a very similar process to the bonded title that Georgia has. It involves posting public notices in newspapers and running paperwork through a half dozen state agencies. I'm going to eventually pay someone to do all that for me to get a title for the black one. There may be a similar process for NY.

I traded a car for a motorcycle with John-in-Kansas. He got a KS title for the bike (over 35 years old) by filling out a form and having it inspected. It was simple.

Perhaps you have a trusted friend in a state like Kansas (VT) that you could graciously give the car to as a gift. ...then perhaps some day buy it back for a very reasonable price after it has been titled and registered.

I live in VT. I just registered the KZ I got for free. A friend at the DMV said just have my wife write up a bill of sale and all went well. Bill of sale is all that's needed in Vermont for anything over 15 years old.

Have your son register it in Connecticut. All you should need is a bill of sale on something over 20 years old.
