What are your interests?
Sacramento is not the most hip, happening city to visit as a tourist. It's a great city to live in and use as a jumping-off point to awesome E36 M3 within a 2-hour radius. That said...
From Grass Valley, I'd actually go up to Truckee and North Lake Tahoe. Hike around there and take in the scenery. Or take a scenic drive down 49, go to Placerville and Apple Hill. Get some cider, go wine tasting, visit Jack Russel Brewery.
In Sac Town proper: Old Town is fun to wander for a bit, or wander the gardens around the capitol and grab happy hour at Frank Fat's.
Brewer/Pub: Rubicon Brewery
Crafty Pub with great food: The Shack
Sushi: Mikuni
Mexican Food: Chando's Tacos (I always go here when I'm back in town)
Burgers: Flaming Grill (They specialize in Unique Meats: gator, kangaroo, bison, emu, wild boar... things like that.)
You can huff the smoke from the Sierras burning down if the normal smog does not push it further down the valley.
Like Baron suggests, lots of good eats in town, and plenty to do in a reasonable radius but not much going on in Sac itself. I spend a good bit of time in El Dorado Hills for work. Aside from some decent hiking/biking near Folsom Lake it's pretty much just eating and drinking and struggling to breathe in the afternoon :). Everything else needs a 90 mile drive.
Grass valley area is really cool. Look up swimming holes of northern ca. There is a fantastic hidden beauty along 49 near where it meets 20. Downieville and Sierra City are really cool as well. You could always hit reno for harrahs museum, or the air races if you are around this weekend. Always good hiking in the sierra. Look up Penner lake and bring your fly rod. Try to hitch a ride at the Rubicon trailhead.
+1 for the National Motor Museum in Reno.
There's also a railroad museum in Sacramento that's supposedly well worth the visit if trains float your boat.
Plus, if you're in the area Oct 3/4, the Reno region SCCA runs a PDX and time trials event at Thunderhill West that weekend. Fastest cars are rental, right?
Empire Mine in Grass Valley is pretty cool if you want to see what a real gold mine was like.
In addition to the museum, grounds, owner's house etc, they have a bunch of old mechanical minining equipment out in the yard if that kind of thing floats your boat. I only get to look at the equipment about 30 min every time I visit before SWMBO is bored to tears, but I think I could easily spend 3hrs with it.

Train museum in Old Sac is pretty good. There is a car museum down near there too. Formerly known as the Towe Ford Museum It is a bit smallish. SCCA Sacto is running down at Stockton Fairgrounds on 9/26+27

I've been to the National Car Museum in Reno before. If I can't find an event to thrash the rental car at, I'll do some hiking and a scenic drive.

Not sure what's going on at T-Hill that weekend, but IIRC Reno region SCCA has an Auto-X weekend on 10 & 11. I may even go if the MR2 is still in one piece after T-Hill.
The Reno autocross at the old airport is a pretty nice venue, will beat the heck out of the tires though, but if you are in a rental, who cares. Can you rent a car with a standard transmission?
If you have never been to Lake Tahoe, it is awesomely beautiful. There is a fire road up the hill from the Crystal Bay Club, or whatever they call the place across the street from Mr Sinatra's old casino, CalNeva, that has a stellar view, just don't park inside the gate if it is open, unless you have some bolt cutters or a hacksaw with you. If you do go to Reno, you can take the Mt Rose Highway back to The Lake where there is a scenic overlook that also has a supremely groovy view, turnout is on downhill side of the road. Nice hiking trail where Lakeshore Dr runs into 28, the highway around the lake, right near the old Ponderosa. Remember the old time western TV show, Bonanza, that Ponderosa. There is a little parking lot there.
Best breweries in the area are Track 7 & Knee Deep (the latter closer to grass valley than sac). There is a decent restaurant/bar scene in midtown (area between I5, H50 & B80. My favorite Mexican is Tres Hermanas. Thai is Bangkok Garden. Breakfast is Tower Cafe.

Isn't Track 7 now "Revision" or something like that?
(Buddy of mine from back in the homebrew days has been a brewer at Knee Deep, Track 7, and now Revision.)
If it were me, I'd drive up to Auburn. CA and visit with the fine folks at Seven Enterprises.
The last time I was in San Fran and had time to kill I did that and Nevada City to visit Mini Mania. Figured it would be more fun than eating rice-a-0roni and riding a cable car past the Mrs. Doubtfire and Full House house.
Note, I said if it was me. I'm not really recommending that you go to look at places that sell Mini parts (unless you are into Minis).

I've had 40+ cars, and only regret selling two. One of them my old mini. I'd love to visit mini mania, but I'm not sure if I could go and not by a car. That would get me in some SERIOUS hot water.
I like the swimming holes and a few other things mentioned. If I can't enter an auto-X, I'll head to Tahoe (been there before, stunning) and do some hiking.

I'm telling you, I'm going to get in trouble for even mentioning this swimming hole. berkeleying absolutely gorgeous. My family had it to ourselves for 3 hours a few sundays ago. Oregon Creek swimming hole.

I like Cornerstone or Fox and Goose for breakfast in Sacramento. If you are having lunch in Old Sacramento, The Firehouse has a very nice little outdoor courtyard, well shaded by Chinese Elm trees, nice fountain.
