The steel bar you see wrapped in a not-quite-closed loop around another piece of bar near the bottom of the first picture forms half of a hinge for those child rumble-seat things that grocery carts have. The entire flippy dealie with the two hinged bits (this part also flips up when the carts are nested together) has been removed from the cart to make room for the speakers, but I want to weld it back on to the front of the cart so we have a little more seating. devil

The part hanging from this hinge has the leg holes and the actual seat. For any adult, the leg holes would need to be enlarged and whatnot, but let future Angus worry about that. But to get the seat sitting roughly parallel to the ground, it needs to ride lower and make a wider angle between the two flappy parts since it will now be mounted more vertically. I've already removed the bent wires that restricted the travel of the seat to it's OG range of motion and you can see it hanging waaay down in the second pic. The seat part normally slides up the back when it folds, but now will have to sit lower than the steel bar that the limiter originally ran into on the way down to unfolded position. It would be nice to have the seat part on the other side and flip the whole thing around so then the seat will have nothing to run into. That's why I want to bend the steel of those hinges, pull the two major parts apart, flip the seat around, etc. Question finally is, how do I bend the metal of that hinge enough to get them separated? I'm likely to try gloves, pry bar and steel-toed boots first. With enough heat or whatever, would I be able to bend it completely the other way if needed? Or does it get cut off and welded back on? There's a potential for some real injury if someone actually sat in this thing and it failed since it might be being dragged behind the electric burnout go-kart at the time. I don't have any gas torch type devices currently.

MAP torch will get it hot enough. Sear a steak good, too.

Well, I would first try my biggest Vice Grips, stick a small chisel or screwdriver in the not closed part, and slowly tighten and lock the pliers repeatedly untill either it opened or not, which should take all of 30 seconds to find out.

If you have a small pipe wrench you could also try to pull it open by putting the top jaw on the end of the bend and pressing down to pull it open.
