Don't know if you can fly & drive, but I found this 2012 Chevy Express AWD in Raleigh, NC for $11,950.  107,702 miles.  White.  Reported to be one owner.  Ad has no pics, so must be new listing (?)

Express Van

Edit-

They posted the VIN.  From the decoder -

The report says Olympic White with Medium Dark Pewter cloth interior.  Rubber mats.

In reply to CJ (FS) :

Curtis def.needs to look into that one, if that ad describes the van accurately, Since it says the express 1500 is a mini van, i don't think they put a lot of effort into accuracy. surprise Worth finding out the whole story though, I would think.

Just got a call on the red van.  Everyone else kept offering him $6500.

So I guess I'm headed to NC with a wad of cash.

Decoder also says airbags 2nd and 3rd row which suggests it's a passenger van.

I'll call them today.  More miles and more money, but probably no rust if it lived its life in Raleigh.

Edit:  RPOs suggest cargo

Double Edit:  I called.  It's a passenger with vinyl floors.  I'm OK with that.  They don't seem to move very quickly there.  They've had it for two weeks but haven't even detailed it yet.  I asked her to text me some pictures, so we'll see.

This included complete Carfax listed in the ad says the Van spent its life in DC, Silver Springs, MD area.  Auctioned off to Raliegh (taking it away from you, HA) just this past Dec.  Carfax says it was also Gov't owned.  Interesting.  That could mean strict maint.

Dangit.  Hadn't gotten that far yet.

STUPID RUST BELT.  That's not saying it is definitely rusty, but not sure I want to drive 7 hours to get a vehicle that spent most of its life an hour away from me

So, she snapped some photos for me.  I kinda stopped when I got to this one.  I think there's a reason they got it at auction and it has taken two weeks to "detail" it....  Not that some paint work is bad, just makes you wonder.

This decoder site says it was yellow exterior and 8 passenger

What Gov't agency would need awd for hauling people and be yellow?

Edit:  Your decoder says it was white.  This makes more sense.

The same lot in Raleigh has a second AWD Express Passenger...  150k miles https://leesautocenter.com/vdp/17064965/Used-2009-Chevrolet-Express-LS-1500-AWD-for-sale-in-Raleigh-NC-27603

Road crew transport for DOT.  A few rows of seats for construction workers and room in the back for shovels, signage, etc.  Those show up a lot in PA as well, but PA almost exclusively uses Ford, so no AWD.

I did find that one.  Hard sell for me.  Twice the mileage and twice the price of what I negotiated on the Red van.

I can get the red van for $7k so I think I will.  Mileage is right, options are right, and for $7k that leaves me room to fix the rust. Evidently he had a virtual handshake on the deal at $7500 from someone if he delivered it with the detailing stuff out and the seats back in it.  He did all of that and then the guy started nitpicking scratches and dirty carpet and low-balled him.  Cosmetics like scratches and dents can be fixed or ignored.  I need a mechanically-sound van and this one seems to represent the lowest mileage for the cheapest price.

... which is exactly what I looked for when I bought the Branger, and [sarcasm] that turned out well [/sarcasm]

I'll do almost anything for beer.  (notice I said almost)

This kid is a really sweet nut job.  We're trying to organize logistics and he's such a fun little flake.  His dad is filling his ear about liability if he keeps his word to deliver it to me.  "what if I have an accident on the way" kinda fears.  I told him I  do it all the time.  I drove the vehicle for 50k and didn't have an accident, so what's another 300 miles going to do?

I kinda left it with "i'll see if I can find a ride" but this kid.... I kinda wanna slap him and hug him at the same time.

Wouldn't he have insurance on it and be covered in case of an accident?

In reply to Stampie (FS) :

Probably.  It would be more of a headache than a liability.

Having all the equipment in it he probably has some form of full coverage... at least liability and comp, not sure about collision.

Official.  Just sent a deposit on the red van.  He has a place (his dad's) to store it until I can get down there... hopefully Thurs/Fri, slight possibility of Tues/Weds.

For better or worse, I just bought my next forever vehicle.

Thank you guys for 5 PAGES of awesome advice, sleuthing, searching, and VIN decoding.

I owe you ALL a beverage of your choice.

Congrats! Sorry it was rusty...

The reason the owner is worried about delivery is the tags expired in Sept.

Some chick in a beat to death Saturn tried to merge into the RF half while we were on the test drive.  I assume she must be blind because it's a FREAKIN' BIG RED VAN.  Owner chewed upholstery into his rectum.  I was nearly 2 ft over the yellow line into the shoulder trying to avoid a collision.  Only had about 6 inches more to give until I hit the concrete temporary barrier.  Was going to make her hit me at that point rather than voluntarily hit the concrete barrier.

Not sure what the insurance status was, but didn't want to get into a collision on a test drive regardless...He said the wait time to get an appointment at the DMV to renew tags was something like 4 months and since he was planning to sell he didn't bother.

In other news.... NC DMV is a total batE36 M3 nightmare.

After 45 minutes on hold, (without music, just dead silence) I was told (incorrectly, of course) that there was no legal way to purchase a NC vehicle unless I had a NC license and NC insurance.  I asked to speak to someone else and she hung up on me

After another 35 minutes on hold I was told that she was indeed incorrect. I didn't need a NC license, but I DID need NC insurance.

Confused, I called my State Farm agent in PA and he said (paraphrasing) "hold my beer."  He called a NC State Farm agent and said that the NC DMV was full of E36 M3, and that it simply must be insurance from a company that underwrites in NC.  So a podunk local insurance agency wouldn't cut it, but State Farm, Progressive, Geico, etc would be fine.

So I wanted to call one of the NC independent licensing centers to ask what I needed to bring to get temp tags.  I tried six of them.  None of them had a human.  One just hung up automatically without ringing, one of them a computer voice told me the mailbox was full and not taking messages.  The rest were just recorded messages about office hours and directions.

I called the seller and he informed me that I shouldn't even try getting a temp tag.  Those independent offices are currently taking appointments for March/April, and he said he waited four hours in the rain outside one of those.

In the end, he volunteered to pay the taxes, fees, and registration on his expired tag ($200-ish) to spare me from the headache

The last time I walked into my PennDOT notary/tag office, it was like "ooh..a customer."  They brought me a coffee and it was like I was their first warm-blooded human that had walked through the door all day.  Last time I went to the actual DOT building, I think they called my number before I sat down after pulling the tag out of the machine.
