The vanes are probably stuck in the rotor from sitting. They slide in and out to catch the air and spin the rotor but when they get gummed up the air just bypasses it. Pull it apart and clean everything then oil it lightly and it should be good to go. 

You should be able to just remove the back plate and slide out the rotor (11) relatively easily.

Thanks for the inspiration.  I think EvanB is correct.  I can't find anything broken, it's just very, very dry in there, and the vanes have some wear on them. 

Where did you find that exploded view?  Looks to be the exact same one.

I found myself at our local (non profit) building supply recycler on Saturday, and they always have some old/rand-o tools for sale as well. This thread immediately came to mind.

For $20 I came home with the three tools here:

I want to modify that screwdriver to have a socket end on it. Not sure how old the hand drill thingy actually is, but I wanted one. The wrench seems a good candidate for playing with plating.

Cool.  I will check that site out.  For now, I cleaned it up a bit, oiled everything with a light oil, and put it back together.  It works. I will find out just how well it works next time I actually use it on something.

Not giving you a hard time, but in the interest of informing anyone who isn't familiar with them, the "brace and bit" is still considered by some to be an essential woodworking tool.  There's probably a couple of the things laying around my Dad's house that belonged to my Grandpa.  A brief discussion here:  https://www.popularwoodworking.com/chris-schwarz-blog/the-essential-brace-bit/

My six year old nephew tried out my brace and bit while we were building his pinewood derby car. The boy loves to drill holes, so he tried out both the hand drill and the brace and bit. He still prefers the cordless, though.

Hmm, I might have to clean that up. The bits in particular could use some love. I mostly use it for precise countersinking.

In the future, (for regular use tools) one or two drops of air-tool oil in the air chuck per month, hold the trigger to open the valve and let it drain in.  Run the tool with no load and with a shop rag lightly covering the exhaust port to catch most of the blow by

For rare use it will kind of depend on storage environment but every time you use it put a drop of oil in to be safe
